The XRP Ledger Foundation

The independent non-profit organization that stewards XRPL development separately from Ripple.

The XRP Ledger Foundation (XRPLF) is an independent, non-profit organization dedicated to supporting the development, adoption, and health of the XRP Ledger — deliberately structured to exist separately from Ripple, the for-profit company most publicly associated with XRP.

Why an independent foundation matters

As explained throughout XRP vs. XRPL vs. Ripple, one of the most persistent criticisms of XRP has been the perception that a single company exerts outsized influence over the network. The XRPL Foundation exists specifically to counter that perception with substance: a nonprofit governance body, funded in part by contributions of XRP from Ripple and other ecosystem participants, but operating with its own independent board and mandate — not controlled by Ripple's corporate management.

What the Foundation does

  • Funds core protocol development. The Foundation supports engineers working on rippled and related core infrastructure, including contributors who are not Ripple employees.
  • Runs grant programs. Through initiatives like the XRPL Grants program, the Foundation funds third-party developers building tools, applications, and infrastructure on the XRPL.
  • Coordinates community governance discussions. The Foundation provides a forum and process for the community — not just Ripple — to discuss and weigh in on proposed protocol changes (XLS proposals) before they move toward the formal amendment process.
  • Supports validator diversity. Part of the Foundation's mission includes encouraging a broader, more geographically and organizationally diverse set of validator operators, directly addressing the centralization debate.

Funding structure

The Foundation has received substantial XRP contributions from Ripple to fund its operations and grant programs — which itself illustrates a recurring theme in this wiki: Ripple's economic support for the ecosystem does not equate to Ripple controlling the bodies that support it. The Foundation's funding sources, decision-making, and board composition are distinct from Ripple's own corporate structure.

Relationship to the amendment process

The Foundation does not have unilateral authority to change the XRP Ledger's protocol rules — no entity does. Its role is to fund, coordinate, and advocate for development work; actual protocol changes still require the amendment process's validator supermajority, exactly as they would for a change proposed by anyone else.

Why this is worth understanding

Readers evaluating claims about "who controls XRP" should understand that governance of the XRP Ledger is genuinely distributed across several distinct actors — Ripple, the XRPL Foundation, independent validator operators, and the broader open-source developer community — rather than sitting entirely with any single one of them.
